"The President and the House and Senate majority leaders have a hell of a lot of power to strong arm their caucus, including taking away privileges of seniority, threatening to withold campaign funds, and horse trading future legislation concessions for current legislative priorities."

I agree with you about Reed (he makes you think the Senators that put him there WANTED someone they didn't have to kowtow to), but I don't think Pelosi OR Reed are willing to use their power over the members to the maximum to advance Obama's agenda. I think both of them see themselves as nearly equal with the president, and aren't all that willing to be his tools. Remember - the people they'd be muscling are the ones that elected them to the leadership positions.

Actually, with (D)'s, they ALL see themselves as people who COULD be president, and they don't get intimidated by the current occupant - especially the Senators.

The (R)'s behave in a much more hierarchical manner. As long as the president signs anything they send up, they pass anything the pres wants - no matter the cost.
