What do you mean "IF they are not effective and unwilling to make decisions ....."? Look at their performance!!! ALL incumbents need to go. Collectively they have failed us and there is absolutely NO evidence that this current Congress is capable of changing their destructive pattern.

Those voters who claim that all Senators and Congressman must go "except for mine" are just as much of a problem as the Senators and Congressman themselves. It's time to vote all incumbents out. I hope that Evan Bayh takes up that cause. He could have real credibility with both political parties on this issue.
