I can guarantee them a higher return on their money. The current system pays back less than you put in, on average. So if we just tag people's contributions to an account in their own name and SS #, then already you've put everyone in a better position than they are in now, because they'll get all their money back.

Again, as I've said before, you can still mandate a contribution, but let's move away from defined benefit and more to defined contributions that are your money to keep and use at retirement.
