Brent - The Ultratech Stepper article is about EUV lasers and steppers. The govt. is no longer funding that research, and that is why a private consortium has been developed.

JMAR's laser-plasma X-ray lithography point source is STILL being funded by the government, and the JMAR system would cost far less than $25 million. The JMAR point source would cost about $2 million, and then you'd have to add another $7-8 million for the stepper (which would be supplied by an X-ray stepper company - SAL, for example.)
