I think it's simply a matter of re-prioritizing spending, perhaps combined with slightly cutting spending and slightly raising taxes.

There's no logic or reason behind the 22% of our receipts we spend on defense. We're one of the geographically safest nations from invasion on Earth. We could easily divert half or more of that to Medicare and SS temporarily for the boomer generation and STILL outspend every other five nations on the planet, instead of ten as we do now.

No one EVER suggests cutting defense spending, it's like begging your political opponents to say you're a Nancy-boy, peacenik hippie.

The truth is, Americans are continually deceived by what we spend compared to the rest of the world. Occassionally, you'll see an article that China is increasing their military spending, but you never see in the article that even after, we still spend ten times more than they do.
