So, with that reminder fresh in my mind I will *amend* my list of the "silliest, most un-serious, and economically ineffectual national governments in the Americas" to say that, IMO, the 'prize winner' (for the worst) is:

1) Cuba.

And that moves my previous #1, Argentina, to the number 2) slot now. But, 'with a bullet' for long-term under-performance:

To give a little background for my conclusion I challenge you to look at the per capita income, and the per capita GNP for Argentina at the turn of the 20th. Century (when it's wealth rivaled most any European nation, exceeding many) vs. NOW.

No nation in all of the Americas has so under-performed given it's great potential.
