I don't know if its something with a very precise definition, and its usage depends on context, but double digit percent increases in a large program, or $100+bil increases in one year in a category of programs (entitlement programs) certainly counts as massive.

Maybe I'm exaggerating saying the the expansion was massive in every year since LBJ, its not like I went back and looked at each year's increase. But there was an increase in every year, and a massive one in many of the years, and in every recent year.
