Acting on his belief that N American interest rates are bottoming, Jonathan Baird, president of Toronto based Baird Asset Management Inc., is picking stocks that can thrive regardless of the interest rate environment.

Among his picks is WASCANA ENERGY INC. (WE/TSE) $12.20 ($14.25--$10.00). Based in Regina, this senior Canadian oil an gas exploration company has an extensive operating base in Western Canada and interests in some international exploration ventures.

The stock is trading at 76% of net asset value, 4.3X estimated 1996 cash flow per share of $2.80 and, 3.7X the 1997 estimate of $3.30.

"The company is trading at a bargain price and could be a takeover target given its strong land position and its lack of a controlling shareholder," he said.
