Like you, I observed the effects of AA, but I never thought those who had the protections were slackers, with a few exceptions. The main effect as I saw it was easier promotion. I got my share of cash awards, some of them quite nice and several a grand. But that system is dysfunctional in the extreme and has more to do with who your supervisor is than how good you are.
