I'm glad that you had a better experience with AA RE: slackers. Most likely you were in the field & had little direct contact with DC or even large regional offices.

I started at the Dept of Health & Human Services OIG before I moved to ED OIG. I can tell you that in Phily, DC, New York & Boston that AA slackers was a rampant problem. As noted before I could go on & on with outrageous stories that would make your head spin.

Hell, it was so bad in DC & New York I spent most of my career working in those cities on assignments even though both cities were grossly overstaffed with auditors & investigators. Meanwhile those offices turned out less real work than my tiny Pittsburgh office with 5 people. The same was true with our Nashville office too. That meant that taxpayers were paying easily a $150k annually on travel in addition to our salaries while the AA staffs in DZC & NY twiddled their thumbs.

Your PM made a very salient point I'd like to mention publicly. As bad as AA was at being a horrific waste of taxpayers money, the 'Old Boys Network' was also a serious problem. For those unfamiliar with the OBN, it's those who abuse the system by playing the game or being connected to those in power. By that I mean those who brown nose management, backstab peers at every opportunity, are friends with those in power & manipulate the system to get in tight with management. They do this in order to achieve undeserved promotions & awards. And just as often those people aren't doing their jobs so folks like us who weren't playing the game got to pick up their slack too.

When folks talk about gov't being inefficient, they really don't have a clue how bad it really is.
