Paraphrase as I understand from that site,what Reid is attempting:

Reid is attempting to use a rule of operation from the 1970's applying to budgets and which Senator Robert Byrd, the greatest parliamentarian in the USA (even though he is a Democrat) later got a change passed in 1984 to the 1970's rule.

Byrd's change in 1984 causes the budgeting accepted under the process of resolution to be not effective in subsequent budgets.

As pointed out by the writer---------this is a political move and ploy which the Democrats are attempting to use to secure the passage of a major piece of legislation via a rule developed regarding budgets.

These are simply rules relating to budgets and are outside the purvue of Robert's Rules of Order that govern Congress---and their voting in both houses.

The attempted use of these rules as applied to budgets is simply a political ploy by Reid/his party and Obama to secure passage of the Obamacare (that no one wants) or to pave the way for them to protect their seats in the 2010 elections.

There are several ways they could work this in an attempt to retain their seats--------obviously the Independents and Republicans who come together now will already understand the political ploys and be prepared for whatever political tactic the Dems go for.
