That's a completely different issue then what I was talking about.

What I was talking about is the high 'ring fence' that the Democratic and the Republican parties have managed to put around access to the ballot lines... that keeps smaller parties from qualifying for access.

(It keeps COMPETITION away from the 'Republi-crats' turf....)
