Thank you for your insightful response. You have cut to the heart of the problem which has resulted in a cancerous entitlement ideology (owing to non-competition for jobs which are effectively tenured once hired) amongst many public "servants" (surely an oxymoron).

Somehow, the level of competition for public jobs needs to be increased...more teacher's colleges, more police academies, more fire department training colleges etc! Just too much fa, too much job security and too much pension for this "protected" environmental niche. :-)
