Android is no different than the iPhone. There are very many different software versions of iPhone out there still being used. And even the hardware has changed (digital compass, GPS, video etc...). Android is no different. But it is very easy for a programmer to query the software version his app runs on and either enable certain features or disable certain features or tell the user that his app requires certain version or higher. I see nothing unusual about that.
