That's an interesting question. There are moderate Dems and Independents like Lieberman who very well may give you the finger if you threaten them with the stick. But so be it. The mark of a good leader is that he doesn't just bluff. Sometimes, he carries through with his threat. If someone isn't working out for the party, these guys need to be brave enough to go against them and get a replacement. These guys need to play for the long game, not for the day to day roller coaster. On that note, that is why I would not have gone for health care in Obama's first term. It was a strategic mistake.

But where's the leverage that allows you to use a whip? If the Senator is established, he doesn't need the Dems for campaign monies. The only thing the president can use is committee chairmanships, assuming the majority leader will do his bidding. If the senator is willing to give up his chairmanships, then I don't see the leverage. Do you?
