Some have said? Actually, it's true.

And in the late '80s, more Americans thought that Gorbachev was responsibly for reforming the Soviet Union than Reagan was. And rightfully so. But our impressions have changed as we've gone further and further away from that time because there's been such an unprecedented effort to deify Reagan.
