There is going to be economic impact regardless of who eats the highest rates and/or benefits from the lowest. Prior to the reduction in cap gains (which I supported at the time???) the country did quiet well.

I would redefine your "moral outrage" as basic fairness. Then your question becomes: "Do you disagree, though, that economic impact rather than basic fairness should determine tax rates?". False dilemma.
