The proposed plan is basically just an expansion of Medicaid. It raises the bar to take in a segment of the country that has income a certain percentage over the current poverty levels.

If your brother falls into that group, he would indeed find his situation improved. But if he doesn't he most likely would find himself paying much more each month on "healthcare" than he currently does.

There are good reasons why so much of the public is opposed to the plan. When one does get down in the weeds, the ground is rather barren relative to the high expectations that seem to be attached to it.

As far as I know, there's nothing in the proposal to prevent 39% increases in premiums.
