Ok.. I can understand such a plan, so long as sustainable jobs are part of it. People have to be able to work in order to produce, as well as afford, the consumer goods they need. I think that rule applies whether we're discussing China, the US, or any other economy.

So.. the question remains why there are empty apartments in Bejing, Shanghai.. etc, while the government is required to build subsidized residences in rural areas?? Why isn't the government, or better yet, some private entity, coordinating private investment capital to finance those projects? Obviously that's where the CURRENT demand is.. not the, as yet unrealized, future demand in places like Ordos and Bejing.
