There are three problems with this. First, the GOP alternative is made up of four key areas -- all of which have already been incorporated into the Democratic proposals.

I think the problem is that Reps want their proposals to be delivered by separate bills. They don't want a comprehensive package in the first place.

It's paid for and it'll work.

I don't even think most Democrats believe that with confidence.
