No, I don't. The only whip they have to campaign financing, endorsements, and removal of committee positions. Basically, general ostracizing of the individual. But if they are Independents or rogue Democrats, maybe they don't care about those things. My guess is that rogues like that won't last long without major party backing. Campaigning is increasingly expensive and requires major party backing to win consistently. That's the whip.
