Actually, they do, except where forbidden, by law.

I just ask them politely to move downwind. Or I move upwind.

Having once been a smoker, I just move upwind and let them enjoy their smoke. Healthy exercise for my heart. (g)

<rant>On that note, I find it absolutely unacceptable that smokers do not have a place to smoke in most US airports. Given the amount of tax they have paid to smoke, they should be afforded at least a closed in, ventilated pen - like in Amsterdam - where to practice their disability. Which reminds me: why have not smokers launched a disability class action lawsuit against airports? Smoking is a disability, like being in a wheel chair. There should be facilities for disability stricken smokers as well.</rant>
