OK, but outsourcing is not the same as privatizing. The government retains full control, it retains the power of force over both the contractors and the recipients of the service. They use tax money - so, the "buyers" have no choice. There is still potential for corruption, as politicians distribute "other people's money". What you describe is good as it relates to services which are and should remain core Government competencies. But - whenever Government involvement is not a MUST - they should stay out. In healthcare, the Government is already involved way too heavily. They would provide a real service if they helped fight the excessively legalistic dominating culture. Would be good if they searched for ways to decrease regulation and micromanagement, which are very expensive.
