Indeed. We could offer Medicare to all, with premiums set at higher rates for older people until they reach retirement age, when the current rates would apply. Then, require everyone to carry insurance, and let private plans compete with Medicare. Nobody would be forced to have government health insurance if they didn't want it.

I do think we should not require everyone to have coverage that goes beyond the basics. The current healthcare bills are problematic in that regard.
