Do you know how many times politicians of all stripes, including liberal democrats, do that? Unfortunately it seems to be second nature to the political class. Besides a change to the correct opinion is an improvement to be desired <g> On the substance, relying on an individual mandate does not increase costs; it lowers them. It increases them at least for those who face the mandate, and any general decrease is questionable.
