Yes, in theory Socialism is the transitional stage towards Communism. The latter was never achieved, except for small communes, and mostly short lived.

Under conditions of mature socialism, like in USSR, with the exception of the underground economy everyone was employed by the State. The way this arrangement worked is reflected in a popular joke -- "We pretend that we work, and they (the State) pretend that they pay us".

I think the reason that West European nations take relatively well to government healthcare and other socialistic ways of living their lives is because of a long history of having strong centralized governments. For that, they paid a heavy price - because strong governments have a nasty tendency of turning into dictatorships, from time to time.

America's founders, to the contrary, tried to decentralize and to limit the powers of the government. It worked well while it lasted. If we're any smart, we should try our best to return to that concept.
