Congress can declare war but the president is commander-in-chief. No one in the military will take orders from Congress about anything operational. And as we know, the president can order the military around without a declaration just fine. Or bring all the troops home.

Even if Congress appropriates funds for military assistance to a country, I suspect the White House could use various loopholes to decide if it really should be sent.

Congress already has its clumsy fingers in enough pies, imagine those clowns trying to run a war.
