I don't think so either. My own assumption, until I learn something different, is that they have several savings sources and some taxing sources, which they threw, metaphorically, into one pot. Then used the money to cover the expenses of insuring the extra 30 million, several rather expensive pilot programs, the healthcare exchanges, and extending the life of medicare (forget just how long). So it's not possible to say which pot went where. Save only rhetorically.

The point I didn't get was the CBO argument about double counting. Decided I could get that later.
