The sooner we give up on the cost curve bending and start looking for how we are going to live with the costs, the better.

I wasn't actually recommending cost controls and tax increases. I was being somewhat facetious because I think Mary and several others have rose-colored glasses on. I was using them to more or less make the point you made above. It's my opinion that the cost curve bending assumptions in the proposal will not magically appear by shifting costs from one program to another. The truth is that it will take more draconian and more direct efforts.....such as price controls and taxes...not that this is a recommendation.
