Pretty much like the way the Internet developed. Basic ideas came out of Universities and research labs. DARPA came along and found a need and seeded the project. Venture capital did the rest.

There is plenty of venture capital. From what I understand there is far more money than enough good ideas to pursue.

Look at the Internet. They are still looking for a way to pay for it. Everybody wants stuff for free but that is not stopping advancement.
