Yet the cost of administration by private insurers (including profit) is lower than the cost of administering government health benefits.

That is untrue. Even if one excludes profits, the cost of administering Medicare is much lower than what it is for private insurance.
In another comparison, indicative of the issue, the admin cost of health care in Canada (single payer) are 1/3 of those in the US. That speaks volumes about the effects of standardization.
