Counter-counter proposal:

DON'T WAIT on politicians to push a Balanced Budget amendment proposal through Congress, so it can then go out for ratification to the States.

(That will never, ever happen. Senate filibuster rules practically guarantee that it won't.)

The citizens should CALL THEIR OWN Constitutional Conventions (as is our specific right under the Constitution) to draft the amendment exactly the way that 'we the people' want.

This would be a FINE THING for all that Tea Party energy to go into if they can even get coherent about what they actually want, and how to get it in reality.

And, I PREDICT that calling a citizen's constitutional convention is the ONLY WAY to FORCE Congress to vote out a Balanced Budget amendment!

Because Congress will not want to TRUST what may come out of the citizen's convention (they will be petrified in fact <g>)... and so they will move the proposed amendment ONLY when it looks like the citizens are about to beat them to the punch!
