They are nibbling at the edges.

They are marginal, but that doesn't quite mean nibbling at the edges.

And marginal change is what we need. A big centrally planned and imposed solution is unlikely to do any net good (benefits that exceed the costs), and on many issues may not even do any gross good (has benefits at all).

nothing that really attacks the fundamental problems of the uninsured and insurance abuse.

Insurance abuse isn't the fundamental problem. Insurance as a whole is itself only a part of the problem, and changes in dealing with abuse really would be nibbling around the edges.

As for the uninsured, if they really are the main problem (which is very debatable), then deal with them (and the real uninsured, the American citizens, who aren't eligible for government supported insurance, and can't afford to buy their own, not the total number of people inside America who happen not to be signed up for insurance for at least a moment). Doing so doesn't requite changing insurance for everyone else.

You seem to agree with Obama when he - "stuck his fingers in his ears and sang "la, la, la, I can't hear you" whenever anyone tried to tell him about a health reform plan that did not involve expanding the scope of government or making millions of Americans dependent upon the federal government."
