More often regulation is removed in response to special interests.

A regulatory addition is at least as likely to be a response to special interest pressure as a removal, and additions happen more often.

Regulation is what creates a level playing field.

More of it distorts the playing field and makes it less level.

Most good companies want a strong regulatory regime in their industry so that they can compete on a level playing field.

Most currently powerful companies want a strong regulatory regime to hurt their actual and potential competition (and to an extent for PR reasons).
