It doesn't seem to be curing all their problems, maybe not even most of them, but that doesn't mean it doesn't make an improvement for them, only not as large, perhaps not nearly as large, as some of the most enthusiastic proponents of legalization would suggest.

Also I suspect that even being legal prostitution is still restricted enough (or perhaps taxed enough) to prevent a black market for those who don't want to deal with the restrictions. Any time you have a black market there is likely to be some violence.

Then there is the issue of time. How long has it been legal in these places. If the prohibition breeds criminals, they don't necessarily go away immediately (or in some case ever). Eliminating prohibition of alcohol did reduce violent crime, but it didn't get rid of all the crime and criminals that prohibition created the conditions for.
