Really...how do you explain the Rs passing tax cuts through reconcilation? Bills that reduce spending or passed by both houses require 51 votes, those not passed by both houses or increase spending require 60 votes. Or something similar I would have to look it up. That said I am not sure even this is constitutional, you never know for sure till SCOUTS rules. Even then I don't always agree.
