I was rather abrupt with my last response. So I think I'll make a longer one now.

You would be wrong, because changes in tax rates happen all the time, and the specific government budget balance changes every year. If these where the first deficits ever, you might have something of a point, but deficits are more common than surpluses, not a new way for government to operate. A new entitlement on the other hand causes the government to do something it didn't do before, and carriers spending going indefinitely, potentially for generations or even centuries. Its not just the spending, but a new activity, that the government didn't do before, and beyond that a new entitlement to this government activity.

Also the reason for the deficits was increased spending. If spending hadn't increased (and it increased a lot) we wouldn't have had the large deficits, or even any deficits.

Note how we never went far below the trend line for revenue, but spending moved strongly up post 2000, and then even more in recent years.
