All modern fuel injection system rely on a TPS - Throttle position sensor.

It is this sensor that tells an ECM (electronic control module) that the operator wants more fuel to be injected into the combustion chambers. This fuel charge is also controlled by a mass air flow sensor which determines the temperature of the air going into the combustion chamber (cold air is more dense and there fore can take more fuel).

For Toyota to restrict the various info held with in the data streams - is very suspect.

I'm not a conspiracy theorist to any degree, but the witholding of what in the world of the domestic manufacturers is ordinary and very obtainable data - leaves much to wonder about.

IMHO
