I would expect that if he railed against socialized medicine as Regan did...he would not have, or present, a Canadian health card, but would present Visa instead.

In Canada, we pay into Canada Pension Plan, when eligible we must apply for it, you don't apply it means you don't want it, and you don't get it.

The same applies to Old Age Security Pension...you must apply , to receive.
