Yes, that's the basic idea.

Among the "uninsured working age Americans" there will be a significantly higher proportion of people whose lifestyle is not very healthy - alcoholics, drug users etc. NOT all uninsured have these problems, but a higher proportion. Maybe enough to account for most of the discrepancy in mortality.
