Actually if Washington can cut services and avoid an income tax to partner with the sales tax, it isn't so bad. I believe sales taxes are more fair. They are a burden shared by even a portion of the underground economy.

However, it seems governments simply have a very difficult time abandoning one tax for another. They generally just add new burdens. VAT would be most fair in place of a federal income tax for individuals, however, the income tax would have to be repealed as part of the law creating a VAT. Otherwise we would end up with both and more crushing burdens.
