OK. I'm done engaging with you. If you cannot grasp the notion that Americans effectively cannot opt out so failure to do so doesn't mean what you claim it means, there's no point.

so why would we expect to opt out.

While the Canadian system is popular, I know for a fact that there are Canadians who would prefer a different system. I've communicated with them. They go along to get along, just like we anti-socialist Americans do.
