Yes, the timing accuracy in the towers must be at least 100 nsec. Also, the towers may have to be closer together than you really need for consistent communications because the cell phone signal must be strong enough to get accurate timing from at least three non-colinear towers in flat terrain. I might be wrong, but I don't get the feeling that there's that many redundant towers in most cell phone systems.
