I did not say that I thought the problem was "entirely" due to excessive costs of administration.

But I do believe that the PERCENT of each education dollar that gets spent on administration services is WAY too high, (and thus accounts for 'most' of the problems).

And that 'most' public K-12 teachers are under paid for the work they do.
