Because, make no mistake: the politicians --- of BOTH PARTIES --- will have to be FORCED to reduce spending!

The only force that's likely to work over time is an electorate that cares to pressure politicians to spend less, and to vote against those who don't. Any procedural block, even an amendment to the constitution, will be worked around, ignored, reduced in effectiveness by the courts, or repealed, if it doesn't maintain the support of the people.

No matter what structure we have, it will be a constant battle, for an indefinite, potentially infinite (or it would be if nations where infinite, but everything ends eventually) time.
