Beyond that the best way they can encourage wealth production is to stay out of the way.

That's your bias. I have shown you several examples of where gov't involvement has led to considerable wealth creation. In my experience, that form of wealth creation is much more beneficial to a wider segment of the population than the wealth creation you promote.
