Sometimes the discounts are large because of lack of interest from investors. The media has been courted over the past two years and so the rush of new articles on CEFs. I had bought into the discount idea but over the last two or three years I have learned that discounts often never narrow in relation to the NAV. Some of these funds have unresponsive boards who do nothing to market the funds and close the discounts. Shareholder activism is becoming an important issue and investment groups such as Newgate in Greenwich Ct. and Herzfield in Miami as well as certain individuals are seeking to force certain funds to open end. There have been several funds forced to do this this year.
In the end, it is all too much for me to focus on and so I have reduced my exposure to these groups for this reason. I find that lurking on the ICEFI www board provides a wealth of information as to what institutional investors are doing. Most of the guys posting there are professionals and there is a lot of BS and posturing but it is a real eye opener.
I still hold CH fund but understand that the Chilean government has some sort of new taxing scheme in the works and thus the lack of interest from the institutions (the main holders of these funds as well as certain open end funds that want exposure in illiquid markets)and thus the relative lack of participation in the Latin American CEF party of late. I hold or have held: IBF, JFC, IRL, PPR, CH, EWF, TRF etc. etc. I don't often participate in discussion, preferring to read as I am still learning but thought I'd just share MHO.
