Not exactly. The terms are not very precisely defined and they blend in to each other. Attempts at early detection are often considered preventative medicine. (Obviously they don't prevent some condition from existing in the first place, but they may prevent it from becoming a serious condition down the line.)

But if you want to define preventative medicine so as to exclude diagnostic medicine, I probably don't have a problem with that, as long as its consistent. As long as arguments based on early detection aren't used to bolster preventive non-diagnostic claims, and as long as arguments for preventive/non-diagnostic medicine aren't used to argue for more early detection efforts.
