n any case my "parsing semantics" came down to accepting your chosen definition, as long as it was used clearly and consistently. Listen Tim we're not in a court of law, nobody is going to jail. And I don't have time to spend 10 posts debating the meaning of preventative. I just think if you can get some one to change their lifestyle so that they don't have diabetes for 30 years you are going to save a few bucks. Diagnostics... probably some are good and some are bad. I think the key is probably to weed out the bad ones. Maybe government would be good at that?
