Overall regulation, increased. Regulation of finance also increased.

We need to modernize

I suppose, but that's a pretty meaningless statement.

Which has little to do with either modernization or avoiding serious financial risks.

We need size caps on the biggest banks in our financial system, preferably as a percent of GDP.

Why?

We should tighten capital requirements substantially.

In some cases this makes some sense.

And we must regulate derivatives more tightly

That's a very general thought. "More tightly" might be appropriate depending on what specifically is being regulated and how it is being regulated, but even that isn't certain. "Tightly" isn't a good idea.
